Why Has Russia Charged Pavel Durov?
Russia’s Federal Security Service has charged Telegram founder Pavel Durov with facilitating terrorist activity and said he would be placed on an international wanted list, escalating Moscow’s dispute with one of the country’s most widely used communication platforms.
The FSB alleged that Telegram failed to remove channels, chats and bots used by Ukrainian intelligence services, terrorist groups and extremist organizations to coordinate sabotage, attacks, recruitment and cyber fraud inside Russia. The accusations have not been tested in court, and Telegram had not publicly responded to the charges at the time of the announcement.
Telegram has more than 1 billion users worldwide and is heavily used by Russian and Ukrainian officials, military-linked accounts, journalists and civilians. That reach has made the platform strategically important during the war while also exposing it to pressure from governments demanding faster removal of illegal content and greater cooperation with law enforcement.
The case follows a criminal investigation opened earlier this year. Durov previously said Russian authorities were using the inquiry to pressure Telegram and restrict privacy and free speech.
What Does The International Wanted Notice Mean?
Russian authorities described Durov as being placed under international search but did not identify a specific database or warrant mechanism. A public check of Interpol’s Red Notice database did not show an entry for Durov on Wednesday, leaving uncertainty over whether Moscow had requested an Interpol notice or was relying on bilateral law-enforcement channels.
That distinction matters because a Russian announcement does not automatically require another country to arrest or extradite him. Any action abroad would depend on the legal instrument used, the jurisdiction where Durov travels and whether local authorities view the allegations as extraditable offenses.
Durov holds French and Emirati citizenship and is based outside Russia. He is also under a separate criminal investigation in France over allegations that Telegram failed to adequately counter criminal activity and cooperate with lawful requests. He denies wrongdoing, and French authorities have lifted the travel restrictions imposed after his 2024 arrest.

Why Is Russia Increasing Pressure On Telegram?
The charges are the latest step in a long-running conflict between Moscow and Telegram. Russian courts have fined the platform more than 100 million rubles this year for failing to remove prohibited content, while authorities have restricted access and promoted the state-backed MAX messaging service.
Telegram remains difficult for Russia to replace because it is embedded in public communication, news distribution and wartime reporting. Russian state bodies and officials also continue to use the service, creating tension between efforts to restrict the platform and the government’s own dependence on it.
For Telegram, the operating risk is not limited to fines. Continued restrictions could reduce user activity in one of its largest markets, raise compliance costs and force the company to choose between local demands and its stated privacy principles. The case could also encourage other governments to pursue platform executives personally over user-generated content.
What Does The Case Mean For GRAM?
The legal escalation arrives as Telegram expands its digital asset strategy. The company plans to introduce a native non-custodial GRAM wallet across its roughly 1 billion-user platform, following the June renaming of The Open Network’s native token from Toncoin to Gram.
The Russian case does not directly change the TON blockchain or GRAM’s technical operation. However, Telegram integration is central to the token’s adoption case, making regulatory pressure on the company and its founder relevant to investors.
A prolonged conflict could complicate wallet distribution, payment partnerships or access in major markets. It could also increase volatility if traders begin pricing Durov’s legal exposure as a risk to Telegram’s deeper involvement in the ecosystem.
At the same time, the platform’s global user base limits the effect of restrictions in any single country. The market will now watch whether Russia’s warrant leads to action outside its borders, whether Telegram changes its moderation policies and whether the company continues its GRAM rollout on schedule.
